Because it says “from NORMAL to dark skin,” which implies that lighter skin = normal, therefore further implying that darker skin is not normal.
The wording is shitty and awful, basically.

It’s not even “picking apart at the meaning of the word normal”It very clearly says “from NORMAL to dark skin” not “from light to dark skin”Meaning that white skin is the norm. The regular. The usual. That dark skin is irregular. Unusual. Not normal.This has nothing to do with making the word normal mean whatever the fuck you want it to mean.
